City Council establishes charges for Drainage Utility System
Ordinance No. 2004-1070 approved by City Council on January 27, 2004, established a Municipal Drainage Utility System.
Resolution No. 2004-0309.1 approved by City Council on March 9, 2004, established a schedule of drainage charges.
EPA Sets Storm Water Rules
In 1990, the Environmental Protection Agency (EPA) promulgated rules establishing Phase I of the National Pollutant Discharge Elimination System Storm Water Program. The Phase I program requires operators of medium and large MS4's (Municipal Separate Storm Water Systems), entities that generally serve populations of 100,000 or more, to implement a Storm Water Management Program (SWMP) as a means to control polluted discharges from these MS4's. In November 1999, the EPA issued the Phase II rule that automatically covers, on a nationwide basis, all small MS4s located in 'urbanized areas' as defined by the U.S. Bureau of the Census.
Control Measures in Storm Water Plan
The City's SWMP addresses six minimum control measures as required by state regulations. The minimum control measures, when implemented in concert, are expected to result in significant reductions of pollutants discharged into receiving water bodies. The six MS4 program minimum control measures are:
- Public Education and Outreach;
- Public Participation/Involvement;
- Illicit Discharge Detection and Elimination;
- Construction Site Runoff Control;
- Post-Construction Runoff Control;
- Pollution Prevention/Good Housekeeping.
The City submitted the SWMP along with the Notice of Intent requesting coverage under the Texas Pollution Discharge Elimination System General Permit on February 11, 2008. In the Year One Annual Report to the Texas Commission on Environmental Quality (TCEQ), the Executive Director has issued a preliminary decision regarding the proposed Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000 to discharge from small municipal separate storm sewer systems (MS4s) into surface water in the state. The second year of our Storm Water Management Program has produced results that can be found in the Year Two Annual Report. The Northwest Dallas County Flood Control District (NDCFCD) submitted their Year Two Report in conjunction with the city of Coppell. Results from the third year of the program have been compiled and are offered in the Year Three Annual Report. City Receives MS4 Permit
The City of Coppell and the Northwest Dallas County Flood Control District have received permits from the Texas Commission on Environmental Quality.
