The City of Coppell has adopted and passed Ord. 2011-1269 that requires all rental properties located in the City of Coppell to be registered with the City.  Rental properties must be registered on or before January 30, 2011 and annually thereafter.  The intent of this program is to inspect properties and ensure that all rental properties in the City meet the minimum requirements set forth in the 2009 International Property Maintenance Code.

 

Single –Family Residential Properties

The program will require the yearly registration of the property and an inspection of the property before there is a change in tenant.  The inspections will be conducted before a new tenant occupies or moves their items into the house.  With an approved inspection, the utility department will be notified that a water account can be obtained for the property.  Without an approved rental inspection, no water service can be obtained.

Multi-Family Properties

The Rental program requires that ten percent of the units and all of the exterior grounds be inspected each year.  A list of violations found in each unit, if any, will be maintained by the Coppell Building Inspections Department.  Based on inspection history, additional units can be inspected in addition to the ten percent.

Smoke Alarms

Effective immediately, State Law requires that all rental property (to include single family rental property) in the State of Texas must have smoke alarms retrofitted into all bedrooms no later than January 1, 2013.
